SRO finally displaces licensing
At the meeting held at the Ministry of Regional Development, high-ranking officials participated, including representatives of the construction departments of sixty-two administrations of the subjects of the Russian Federation, Viktor Basargin - the Minister of Regional Development, and many others.
In turn, Minister Viktor Basargin completely rejected the participants' proposal to extend the Federal Licensing Center's authority to prolong the validity periods of licenses for construction organizations.
Recently returned from a Moscow meeting, the Deputy Chairman of the Committee for Construction of the St. Petersburg Government, Alexey Kaidalov, shared his thoughts on the event. Representatives of most regions expressed concern about the expiring current licenses, however by that time Rostekhnadzor had registered only eight self-regulatory organizations in the field of construction authorized to admit construction organizations to carry out work. But, according to Alexey Kaidalov, Viktor Basargin was utterly uncompromising. Despite everything, in the opinion of the Deputy Chairman of the Committee for Construction of the St. Petersburg Government A. Kaidalov, there is a possibility that closer to the last quarter of this year Rostekhnadzor will encounter a large number of non-profit partnerships eager to obtain SRO status, and this fact may lower the level of scrutiny of the submitted papers and documents.
During the round-table meeting, the Executive Director of Soyuzpetrostroy, Lev Kaplan, expressed his agreement with the minister's point of view, emphasizing the inappropriateness of an alliance between the Federal Licensing Center, which is winding down for the summer, and the already registered self-regulatory organizations.
Anatoly Kosterov, a member of the Housing and Communal Services Committee and deputy of the Legislative Assembly, noted that the State Duma has not yet considered two bills that make amendments to the Urban Planning Code of the Russian Federation regarding adjustments to the profile of self-regulatory organizations in the construction sector and clarifying the scope of SRO compensation funds. The bills are still undergoing coordination with regional legislative authorities.
The Executive Director of Soyuzpetrostroy, Lev Kaplan, believes that: "these amendments are not just inappropriate, they make no sense" - Kaplan also emphasized that eight self-regulatory organizations have already registered in compliance with all current legislation. "This will only confuse people further, but that is how the State Duma works," said Lev Kaplan.
